CAROLYN J. WATKINS-TAYLOR, MBA, PMP

CEO, President/Business Process Analyst

Ms. Taylor, a certified Project Management Professional (PMP), retired as a GS-15 from the Federal Government, where she gained 25+ years of program and project management experience.  During her tenure with the US Army, she conducted workload and feasibility studies for a major command to determine priority distribution of computer systems. With the US Air Force, Ms. Taylor managed the Department-wide publishing program. Achievements included using industry-standard business optimization methodologies (TQM, IDEF Modeling) to transition the publishing and distribution environment to a state of the art digitized operation, saving the Air Force more than $50M annually.  She developed benchmarks for the “to be” environment by visiting industry leaders in electronic publishing to identify best practices. She directed cross-functional teams in the design, development, and implementation of new workflow processes, training, and new automated solutions to improve operational efficiency.

Ms. Taylor facilitated Joint Application Development (JAD)/Rapid Application Deployment (RAD) sessions with a multi-service process improvement team to standardize publishing operations across the Department of Defense.  She has developed Use Case Scenarios, IDEF Models, and Workflow Process Models to analyze, design, and develop new business operational environments and application functional requirements.  She has also updated job descriptions, job standards, standard operating procedures, and regulatory guidance to support the new environments.  As an ISO 9000 Internal Auditor, she successfully prepared a loading dock operation for ISO 9001-2000 certification in less than six months, with a near error-free audit.

 

Richard Gutierrez, PMP

Vice President, Operations

Mr. Gutierrez is a certified Project Management Professional (PMP) with over 18 years of Human Resources and Management experience obtained in both the civilian sector and Armed Forces.  During his tenure in the Armed Forces, he served as a Commissioned Officer and managed military personnel and administrative operations for the US Army and Joint Commands in the US and overseas.  In the civilian sector, he served as the Program Manager for a large Army Human Resources IDIQ contract.  He holds two distinct Master degrees in Human Resources Management and Human Relations.
